Joshua Green stepped in as the Director of General Services, backed by more than 17 years of serving public service agencies. His prior roles include vice president, government and community affairs for Sky River Casino, and CEO and general manager for the Cosumnes Community Services District. His vast experience includes capital projects; improving and maintaining more than $460 million in assets and facility space; contract negotiation of real estate; lease, service and bargaining agreements; and policy and procedure development for a variety of government functions.
Recently appointed as Chief Probation Officer, Jamal Rowe brings more than 25 years of experience in public safety, including two decades with the California Department of Corrections and Rehabilitation. He most recently served as acting deputy director of the Division of Adult Parole Operations, providing statewide leadership in operations, policy direction and executive communications. His career began in Sacramento County as a probation assistant at Juvenile Hall, so his new role brings his professional journey full circle.
The new Director of Personnel Services, Joseph Angelo, has more than 13 years of executive human resources experience. He recently served as chief people and culture officer for the Best Friends Animal Society in San Antonio, Texas, where he oversaw all HR-related services and advanced operational and organizational outcomes across the society’s 47-state workforce. Prior to that, Angelo served as the human resource services director for the County of Alameda, overseeing all HR-related services.
Now the Director of Child, Family and Adult Services, Shelby Boston brings more than 25 years of experience serving public service social services agencies, including financial administration, crisis management, organizational development, change management, program planning and implementation. Prior to her appointment, Boston served as the director/public guardian for Butte County’s Department of Employment and Social Services since 2016, where she oversaw and managed operations for that county’s largest department.
