Since 2004, Child Advocates has been a steadfast force in supporting foster youth and families within our community.
“Our mission is simple yet profound: to ensure that every foster child finds a permanent, safe and nurturing home where they can thrive,” says Executive Director Amy Sugimoto. “We bring this vision to life by connecting foster youth with Court Appointed Special Advocates (CASAs). In the past year alone, 446 dedicated volunteers served 487 foster youth and 270 families across our region.”
Every CASA undergoes an intensive five-week training program that equips them with the tools, knowledge and confidence to effectively support foster youth.

CASAs often become an essential, transformative presence in a foster child’s life, forming meaningful, lasting bonds. For many of these children, a CASA is the first adult to provide consistent, holistic and unwavering support. CASAs spend a minimum of one hour each week with their assigned child, engaging in activities and offering a stable, nurturing presence as the child navigates the complexities of the child welfare system. This unique relationship allows CASAs to act as the “eyes and ears” of the court, advocating solely for the child’s best interests.
“Beyond our CASA program, we have introduced a proactive prevention model focused on family reunification,” says Sugimoto. “Our Family Services team works closely with parents whose children have been temporarily removed by the court or are at risk of being separated. This program empowers parents committed to change, providing them with mentorship and practical tools to rebuild their families and successfully reunite with their children.”
Over the years, the impact of Child Advocates has grown considerably. Building on their success in Placer County, both Yuba and Sutter counties invited them to bring CASA services to their communities. In 2023, Child Advocates began serving Yuba County and plans to expand into Sutter County by spring 2025.
“Looking ahead, we are dedicated to expanding volunteer recruitment efforts to ensure every child in the child welfare system has the guidance of a compassionate CASA and every family striving for reunification has access to a supportive Family Mentor volunteer,” concludes Sugimoto.
