Dr. Thomas E. Pogue is associate director of the Center for Business and Policy Research at the University of the Pacific. Prior to joining the CBPR, Tom worked at the South African Council for Scientific and Industrial Research, the University of Cape Town’s Development Policy Research Unit, and the University of Nevada’s Center for Economic Development.
