Sacramento Housing and Redevelopment Agency

INNOVATION IN AFFORDABLE HOUSING THROUGH PUBLIC-NONPROFIT PARTNERSHIPS

Back Sponsored Jan 2, 2025

As the lead housing agency for the City and County of Sacramento, we’re changing lives for the better. Our success is only possible through strategic nonprofit, private and public partnerships. We work together to address the shared goal to create a broad spectrum of sustainable housing with amenities and economic opportunities that make communities thrive.

MIRASOL VILLAGE: FROM CONCEPT
TO COMPLETION

The vision of the Sacramento Housing and Redevelopment Agency to rebuild Twin Rivers, one of Sacramento County’s oldest public housing developments, has come into laser focus as the 427-unit project reaches completion in 2026.

Launched in 2012 with over $30 million in planning and implementation seed grants from HUD, the primary motivation for the Mirasol Village redevelopment was to serve residents and to uplift a neglected neighborhood. The shared goal between SHRA, City of Sacramento, County of Sacramento, The River District, residents and many community partners and business interests has transformed countless lives and invigorated the surrounding community. Mirasol Village would not be possible without public-private partnership rooted in community engagement.

AN INCLUSIVE MIXED-INCOME COMMUNITY

While Twin Rivers was a public housing community for low-income residents, the development strategy for the new Mirasol Village was a community to seamlessly serve as affordable, workforce, market-rate and permanent homeless housing. Lease ups are robust as each of the five phases reach completion. An early childhood education center to serve 60 children is nearing completion in early 2025.

CATALYST INVESTMENT AND AMENITIES ABOUND

The $300 million Mirasol Village project has been immensely successful as a trendsetter attracting investment in The River District, including two market-rate housing developments, a public market coming in 2026 that will serve as an incubator for food entrepreneurs and community gathering, and the new Sacramento Regional Transit Light Rail Blue Line Station to be located across from Mirasol Village, conveniently connecting and enhancing mobility for residents. A focus on outdoor enjoyment and preservation of the environment is demonstrated by a large public park, community garden, electric vehicle/bike charging stations and proximity to tree-lined walk/bike trails along the Sacramento River.

Mirasol Village received the American Planning Association Sacramento Valley Section 2024 Award of Excellence in the Best Practices Award category.

The project also received the Sacramento Business Journal Best Real Estate Projects of the Year for 2023 in the Community Impact category.
